Cosmin Beliciu is the director of the New York State Center of Excellence for Food and Agriculture at Cornell AgriTech (CoE). As director, Beliciu leads the CoE, a hub that connects businesses and entrepreneurs with critical resources and services and works to expand the size and impact of New York’s food and agriculture economy. Since forming in 2018, the CoE has worked with over 1,200 businesses – from startups to multinational companies – helped create and retain over 1,600 jobs, and helped generate over $240 million in economic impact for New York.
Before joining Cornell AgriTech in July 2026, Beliciu served as project leader at Eurofins Product Development & Innovation, where he provided strategic and operational leadership for applied innovation programs supporting food and agriculture companies at a range of stages, from early startups to multinational firms.
