What is the difference between No Parking, No Standing, and No Stopping?

In New York State, the three terms “parking,” “standing,” and “stopping” are defined in Sections 129, 145, and 147 of the New York State Vehicle and Traffic Law (V&T). Section 1200 of the V&T outlines the basic rules for no parking, no standing, and no stopping. The New York State Supplement to the MUTCD also describes the three situations as follows.

• No Parking
  Vehicles can be stopped while actually loading or unloading merchandise or passengers.
• No Standing
  Vehicles can be stopped while actually loading or unloading passengers only.
• No Stopping
  Vehicles cannot be stopped, except to avoid conflict with other traffic or in compliance with the directions of a police officer, or traffic control sign or signal.
